As of yesterday, ZOS said that they have not said that we are definitely losing vet ranks in 1.7 (see dev post from Gina Bruno). Pretty much everything you hear from other players is speculation at this point so it's best to just play the way you most enjoy until we have more info.

Good advice to just play the way a person most enjoys until we have more info and really there isn't much choice for people who want to continue playing. The only problem is that ZOS can't keep players hanging forever. We know massive changes are coming. We know the game is essentially being redesigned in very important ways, but we don't know much more than that. This is not a sustainable position for ZOS or the game.
I could go without some of them when all research stuff has been completed someday and I'd do a skill respec and not put the ones for shorter research times back in.

You just know that as soon as you respec out the research skills that the 10 trait will be introduced to the game......
You should do what is fun for you, playing the game to max out a character in a scheme that we don't know much about (how VR Ranks are going to go away and what will happen to the gear) is quite difficult and will probably lead to disappointment.
That being said, what I would do is slow down on your VR9 now and build up another VR character to say VR4 or VR5. That will give you the max or near the max CPs at the first phase of the conversion. Depending on how much into VR9 and VR5 the other characters get.
Then you can decide how to progress from there. I am currently leveling a class I have not built yet as my VR characters add up to the Max right now.

you know I was thinking of doing the same but now I'm unsure of which race to play, since I hear ZOS may be redoing passives. Sigh so many unknowns I decided just to go play some single player games for a while again.
