How to clear/finish Bruma in Cyrodiil?

Hi! ^^

I did all quests in Bruma and got the achievment, but Bruma is the only location in Cyrodiil which I can't clear, finish. I mean filling the icon on map white.

What am I missing?

Why? Is Bruma not affected by the alliance war?
