Just having some fun here...but you should make a mob that randomly appears in PvE zones and kills players then leaves and runs away. :) like the skifree yeti

Justice System NPC guards are supposedly invulnerable.

Something seems so awesome about a troll running out and killing things then disappearing

Really? That sounds like a pretty bad idea. It would basically be ZOS trolling players. Not a good way to keep people wanting to continue questing if you are always worried about some invincible mob slaying you...

    But... why?

I mean if it served some purpose, sure. Just for the sake of it? Terrible idea.

Huh no, they are just going to be extremely tough. It should still be possible to kill them.

Ok, you can have that one, but only if it only targets you.

Given how annoying this could be, say for example you are nearly completing a long quest (there are a few) and that thing randomly appears, forcing you to respawn at a wayshrine, and it will take you fifteen twenty minutes to get back to where you were, plus damage from dying. No thanks.

umm.. NO.. check the ESO live on the Justice System.. the city guards are unkillable, invulnerable. A criminals choices are flee, die or pay fine if avail. (As will be bankers and quest givers and shop keepers and any other character ESO descided the players need to have in game all the time. They also stated they dont want players griefing other non-Justice system players by killing needed NPCs.)

Power level to CP160 in a week:
Where is the end game? You just played it.
Why don't I have 300+ skill points? Because you skipped content along the way.
    Where is new content? Sigh.

Well, actually there is an interesting usefulness in unkillable mobs...
One particular MMO that I played for a short amount of time actually had unkillable mobs for a specific purpose that could actually be dealt with. The MMO used to have this really huge Bot/Farming problem, so the developers came up with the idea of creating a special unkillable boss that was completely invulnerable to all forms of damage and skills and they placed them within the most popular farming/training maps within the game.
If you were a Bot/Farmer that tries to attack it you would deal no damage and it would kill you upon attempting to hit it. The unkillable monster though was able to be banished from the map by activating two levers/buttons on opposite sides of the map so that the map could be used properly again.
It was actually pretty successful at what it did, most botters only sat in one spot while spamming a programmed set of attacks and skills and thus would be killed since that's all they were programmed to do, meanwhile players who wanted to actually fight within the popular and useful map could just take a couple of minutes to step away from training to banish the unkillable boss.

If this was a huge issue within ESO, I could maybe understand it's possible implementation for that sort of purpose, but if used to simply troll legitimate players, well that's just punishing people for playing the game.

And so did many brave men, women, and beast fall to the end of Beta, never to be heard from again. All that is left, is whispers of the adventures they had.

Not invulnerable, are they? They go down to a certain point and then kneel until healed again. So they don't die, but you can fight them.
    That's how I understood it.
