Some keys stop working occasionally...

I read through http://forums.elderscrollsonline.com/discussion/95905/keyboard-mostly-stops-working and I'm fairly sure that it isn't my problem. (Checked sticky keys setting immediately I read it and it's disabled.)
I have found that there are times where some keys totally fail to function while others work just fine. In particular, summoning my horse can be hit or miss. The E key for loot stops working, but I can still attack and move. I'm able to chat with the friend I'm grouped with, but while she can loot a spider, I see the green glow and I have a prompt, but I keep smacking my E key and nothing happens. If something else spawns, I can zip around and attack it. Then a few minutes later, bam, everything's perfect. Makes no difference whether I'm using mods, but some locations are far worse than others - unfortunately, see above about being new, I don't really know where.
Today the opposite happened. I tried to summon my daedra combat pet, nothing happened. Smacked all of my attack keys, nothing happened. Same for mouse buttons, so it wasn't simply having no target. Could run around, could summon and dismiss horse, chatted with friend, so my connection seemed good, but couldn't leave my safe spot for about two minutes, when suddenly my spell bar appeared and I could summon my pet and move on. Zero noticeable lag after keyboard recovers.
One thing I can rule out is the keyboard itself: I'm using a notebook, and this happens whether I'm using the native keyboard or a USB keyboard. Beyond that I really don't have the slightest idea what to try.
I've tried hitting all the control keys in case any have stuck. I've had problems in other games with that, but slapping control/shift/alt on both sides usually cures it; of course that throws me through various menus and states in ESO, but it makes no difference to the problem. And one of my "stuck" times was with the control key - I got into stealth but couldn't get back out for a minute or so.
