Red Diamond not working

I was wondering if anyone else was having problems with the Imperial Red Diamond racial passive not working with weapon skills such as Rapid Strikes and Steel Tornado. It implies that it heals from melee attacks but I never see the heal proc unless I am using my light/heavy attacks. I have seen it proc off of puncturing strikes on my Templar (which makes no sense to me because this is a magicka based magic attack). I made my NB to work with this passive but if it doesn't work with these attacks then I feel maybe a Khajiit would be a better race for a NB.

the passive only ever procs off the first hit of rapid strikes none of the others (although i think it should as its still a *hit* ) and as for steel tornado ive never seen it i did report this as a bug also but i never heard back from anyone
maybe if more people look into this and report it then maybe something can change and my nb can have some more small heals ^^ 0
