70% Snare

So when an ability (like cinder storm) says "snares enemy for 70%", what does that even mean? Does it mean tjat there is a 70% chance that it will snare them?

I am very confused.

it means that enemies will move 70% slower in the radius of cinder storm, this doesn't include their attack-speed though.
