I was thinking another way a person can be a criminal is when they become Emperor/ess, and if the system has rankings it should be the very top. Now this is not a bash on the title. The goal is pretty good idea for those that live in Cyrodiil. But, this game is an RPG, so story matters. This person through its leveling career was helping their Liege to strengthen whatever alliance they happen to be in. This Liege wants to 'rule the world' and some bugger of a lackey usurps the crown from them. I believe in the old country that is what is call an Act of TREASON. That Liege would pull support and have their heads on wanted posters, with a huge bounty reward.
