    Some areas might be reasonably sparse but some empty spaces really should be addressed.

    Ok, the ship without a helm, bit silly, not sure how they intend to steer the ship. Reasonable excuse, could be in for repairs....

    The first picture, oh where do I start. Let's go with the "They took the chairs and tables because it's cold". What do you mean the items made of wood? The kind of wood that with a bit of brute force could be broken down into firewood? Also Cyrodil is a bit of a high crime area. Usually people that live in a high crime area tend not to leave stuff outside. Hell even the stuff inside the building isn't really that safe.

    Ok, I will give you the attention to detail, there is no excuse for the ship without a helm. But a veranda doesn't have furniture. Seriously? You couldn't find a better fault to come up with?

    Take a look at my profile. I've suggested many, many things for this game. From weather overhauls to player treasure hunting systems to siege mounts to character creation additions to player housing ideas to water system overhauls to all sorts of other things.

    Part of my enjoyment of ESO is sharing the different thoughts I've had as I play the game. I come from the elder scrolls side of this customer pool and part of the charm of the TES series is that it feels 'lived in' and these places I'm posting, do not. You're free to disagree with me and pull justifications for ZOS 'missing' these places when cluttering up the world out of thin air but you won't convince me that it's OK that most of these places are empty. Especially without contextual justification.

    War zone, high crime rate, these are not reasonable contextual justification?

    And most of the places are not empty within the game, only the areas you've shown. Being conservative, at most 10% of buildings are empty. I've came from the TES side as well, the difference between the games is the fact that this is total war from the start. Areas of total war are completely different. And I don't have to convince you of this, all you have to do is research it yourself.
