I have been gone for a while and I tried giving someone sanius lupus by biting hem but no matter what I did I could not get the bite to work. So how do I bite people?

You need to be in werewolf form, at the shrine, with a skillpoint in Bloodmoon and it can only be done once every 7 days.

Well I have all of those requirements met I have bitten several people before my hiatus but today upon my return I cant get it to work

Try relogging. I moved or jumped or roll dodged while somebody was attempting to feed on me once, and his ability got stuck.

I saw a werewolf drinking a piña colada at Trader Vic's. His hair was perfect....

The werewolf timer needs to deplete a little bit. Being at the shrine prevents the timer from depleting, and the game won't allow you to use devour with a completly full timer bar. Simply back far enough away from the shrine for the timer to start depleting, and then you will be able to use devour.

What i found works for me is if i change to WW, go kill something, feed on it and then bite a player.
