I am about to create my first Sorcerer, but, am stuck between High Elf and Breton as my racial choice. Which of these is the better choice for this class ? Or, perhaps is there a better one ?

The ice and lightning attacks of crushing have no proc effects that deal damage. So the Altmer passive has no effect on the lightning and ice portion of crushing shock. However, if you're using an ice/lightning staff, the Altmer passive is still good for the elemental ring DOT.
No, read the description on the passive again. It increase the damage of elemental "effects". "Effect" includes only proc' effects and DOTs. It does not include the base damage of the attack.
The passive increases the explosion of Mage's fury, but not the base attack of Mage's fury. This is because the explosion is a proc effect, and as I mentioned, the passive only increases the proc effect and not the base attack. So during the execute phase, Altmers will have about 4% higher dps than other races.
The passive does not increase the base damage of crushing shock. It only increases the damage of the burning proc effect from crushing shock.
