You can collect the mails from any character, you just need to log in as the relevant character to generate the mail in the first place.

No, its not suppose to come in until that character is logged on. I logged a different character and it came to that character.

It's simple: The original set of mails from Gavin (I think) Gavonne were named "Getting Groceries". After his story ends, you start getting them from Nonette and these newer ones have been dubbed "Raw Materials", probably to be more consistent with the other hirelings.
If you are getting both versions, the char that gets "Getting Groceries" mails hasn't employed hirelings as long and is still on the first of currently two stories.
