Q: Does Ember Explosion Stack with Blinding Flashes?

Ember explosion is a dual wield skill morph of sparks that causes nearby enemies to have 40% miss chance for 4 seconds.

Blinding Flashes is a templar dawn's wrath morph of blinding light that causes nearby enemies to be blinded and have 50% miss chance for 6 seconds.

Any idea if these effects stack or not? On my templar tank I've been considering using dual wield as a second weapon type (sword and shield on the first, obviously), with ember explosion + blinding flashes to debuff enemies so they cant hit reliably while using blazing spear and whirlwind for area damage.
