Campaign and Alliance should be fixed at the player level, not the character level.
All characters of the same Alliance would be able to enter the Campaign, once selected, and characters from the other two Alliances would not be able to enter Cyrodiil at all.
Same rules for changing Campaigns apply, but it would apply to all characters on the account.
Alliance changes would be something for a future Update but I think it should be an order of magnitude larger than Campaign changes.

What would make anyone think you're the best DK in NA?
Just in DC there's still the line of Naw Sunrest, Centechlong, Emberscale, Mrs. Jones, Hovaling, and others that you have to get past to reach the title.
On AD side there's obviously Snargatron you'd have to surpass.
Don't get me started EP side.
I don't think you'd be able to night cap that title away from them.
