Buy negative mats for cheap on the stores. Then craft potions with them all and just vend them. Always use the best quality water you have points for. You should easily be able to max Alchemy to 50 in no time.

Really said it all. Using highest water quality is key, so update your skill points as soon as your able. Waters are easy to find in the world, so no need to buy them. If you level alchemy above character level, you will have to venture into higher level zones for next level of water quality (or buy them).

I leveled Alchemy from 1 to 50 in a couple of hours two weeks ago, and most of that time was spent replenishing my mats that I ran out of.
The only hitch in getting your Alchemy up fast is Filtered Water (4th Water Tier I think) It is one of the rarer waters in the world. I have multiple stacks of waters, and about 50 Filtered waters that I had collected over the months. I ran out of the Filtered Water before I could invest in the next tier of Solvents.
So, have more of the Tier 3 waters and use them to grind to the next tier of water above Filtered.
But as others have said, make negative potions as the mats are cheap. Rule of thumb on buying Mats from the Guild Stores, don't spend more than 20 Gold per reagent on things you are going to use to grind up the skill. You can even find them for less, but don't spend more than that on the negatives (mostly fungi are the negatives). Once I could use Cloud Mist, I started making potions I could use to grind out the final levels.
