I've done some test today and i think i've found the reason, at least a part of it. I use dual wield and bow, and i've noticed that when i swap to my bow the arrow is missing until i make an attack. This first attack ALWAYS do the looping sound, it's just longer ( and more annoying lol ) if i use snipe, especially with lethal arrow aka ''the green mist''.
I've found 2 solution to this problem. When i swap to my bow i either shoot a light attack away from my target ( it will only do the small looping but will reset the arrow so it will be visible again, so no more freaking sound ), or i sheathe then unsheathe my bow ( no more strange sound this time, but ... it's too long to be an acceptable option ).
So, i think that if Zos fix the invisible arrow thing when we swap to our bow the problem will be solved.
Sorry for my bad english.

Hey there folks,
Kind of an odd question, but do you happen to be using Silver Bolts in your rotation with Snipe?
