PTS Issues: No NA data & Cannot "create" a character.

The latest PTS update stated both NA/EU copies were available. When I log on to the PTS the Intro plays again and none of my Characters are there.
I am at the create a character scene, yet the "Create" button is grayed out.
Is anyone else experiencing the same issue? Or perhaps is the PTS preparing to update and make a new copy of NA/EU?
