pvp to level and gain exp

I love playing eso and making builds, but the only problem I have is that i want to make more builds and characters without traversing through the whole storyline again since there are only 3 fractions with alot of deep story.
I know I could always respect but after working so hard on a character i dont want to rechange them. I wouod love to after a certain point just pvp or do the arena to gain levels and experiance, all the end game stuff since alot of people have Veteran lv characters.
We need arena's that plYers enjoy comming to where everyone can fight not just fraction vs fraction and it would be fun and not barren like cydrodill. I hate trying to play in cydrodill with a small group with overpowered npc.
