Whitestrake's Retribution set VS Hist Bark

If you never go below 30% - then Whitestrake is useless :) If you do go there every 15 seconds, then consider this: 840/0.18~4667. Which means 840 damage shield is equivalent to dodging exactly 18% of damage with Hist Bark if incoming damage was 4667 within 15 seconds. If it was more than that - Hist Bark is better. If it is less or equal - damage shield is better.
Also, dont' forget that you can dodge DoTs, however - damage shield will absorb them. I guess, both sets are viable. It's just that there are situations when Hist Bark is better and there are situations when Whistrake's is better. You might carry 2 sets and switch between them or you might choose one depending on which situations are handled better by your healer (then grab a set that will make up for heals in other situations).

Also, I dont' know why you would use it as a tank now, when there's undaunted bastion(I think?) that gives you 1240 damage shield, which is much better.
What if I use Evasion with Hist Bark? does that stack?
If everything works the way it logically should work - they do stack. However, your total dodge chance is not E+H.
T=1-(1-E)(1-H), where E - evasion's dodge chance, H - dodge chance granted by Hist Bark.
I didn't check it experimentally, but I run both HB and evasion and it feels like I dodge more often when evasion is active.

The damage shield on VR14 WS legendary is, I think, about 1008 (going by memory). So it's a little better than the old v12 version.

My issue isn't that I measure the whole fight because I usually look at my gear for how it helps 4 man dungeons. The healer is throwing down circles and such throughout, so dodging 100 damage does me no good when I'm probably going to get a heal or two whether I need it or not. What I"m usually concerned about is when it hits the fan and how does it help me when say... the healer is down or rezzing someone and I'm already hurt, tanking at lower health - that damage shield has proc'd enough to save my butt that it's made me like the set. Hist bark however, like a lot of other sets out there, seems to give me a benefit most often when I'm not in need of it.

Edit; I've also had some attacks that, even if I'm at or close to full health will take out a huge chunk of health (even while blocking, with footman, etc) and the shield proc's - often those aoe's can't be dodged. Here though I'm mostly talking vet arena.

I will say I've used WS much more than HB, so with all the talk here I still think about trying it out for an extended period of time.

I never really gave HB a second glance, because the description reads "gaining 18% dodge chance while blocking". Because it's a chance, the damage reduction will vary as much as the incoming damage from individual attacks: that is, a lot. Whitestrakes at least is consistent.
Please stop making requests for game features. ZOS have enough bad ideas as it is!

Nontheless... i am hoping for new Tanking sets incoming. Things like "desert rose" in heavy armor.

How do you feel using those sets in 1.6?

Would you go for dodge-chance % with a DD (non-sorc) caster build?

Things changed quite a bit with the introduction of 1.6.

Whitestrakes; three pieces (for the Spell resistance). Alessia's Bulwark; four pieces (for the phisical resistance).
If you are a Sword and Board or a Duel weilder and need stamina or Magicka; add in Mangnus or (can't remember the Stamina set) two pieces.

Enchant and re-spec you attribute point as needed. You may want to put less into health by a couple points because the passives, depending on your level, will add quite a bit of health. As well include the Heavy Armor ability in your bar... (Immovable; I think it is called). With proper jewelry and food/drink buff, you will be amazed at what you can do with this combination.

This way, if you so desire, you can use Full seven piece light or medium armor sets, for the passives. Yes, you don't do Massive Dps (Not a "Glass Cannon"), but you are not squishy either. You are at a good balance with this.
