In EU, players who want small scale with less lag tend to go to Azura; The small campaigns are not much fun because the enemies won't fight for winning the campaign whatsoever, just emp trading and buff servers for PvE all the way.

Of course that with what you said implies it would be better in this issue to just remove PvE buffs and the possibility to get emp in any "not legit" way. But rather shut those servers down instead of doing noting.
