Loading Screens While Traveling, Packet Loss at Bell IP

A few months ago I noticed I was experiencing load screens when running through cities. Just running across Rawlk'ha causes a load screen 90% of the time. These load screens can happen anywhere, and last between 5s to over a minute. Through my conversations with ZOS tech support, a traceroute found that an IP address is experiencing packet loss. Finding this World of Warcraft forum: http://us.battle.net/wow/en/forum/topic/6079612499?page=1 shows that others have had this problem in the past with a different MMO, at the same IP that I'm experiencing packet loss, and that they fixed it by Bell routing around that IP as it was congested. So I'm here asking if anyone else is on Bell Aliant or Bell and experiencing load screens or other mysterious connection-related issues, to post your info here so that ZOS can take some action with Bell to resolve this.

2) Location (state/province): Halifax, Nova Scotia
3) Modem make and model: actiontec r1000h
4) Router make and model: actiontec r1000h
5) Approximate date issue was first noted: 2 months ago Noticed this 1/10/2014
6) Approximate time of day latency occurs: all the time to date 2/12/2014
7) Any special factors for consideration: 80/30 fibreop connection.
8) Detailed description of issue: Load screens while traveling, moreso in cities. Traceroutes show consistent packet loss at IP 67.69.211.229 which is registered to Bell Canada. Forum post at http://us.battle.net/wow/en/forum/topic/6079612499?page=1 has shown a similar problem at same IP address I experience packet loss at, with my ISP, so it is likely the problem in that forum thread is happening again.
