game crash with black screen when click "play" at launcher

as the title says i cant start the game from the launcher or from its .exe (tried running both with admin priv still no change)
ive sent a ticket to support 24 hours ago and looked on the forum with no simple fix.
in my "/documents/Elder Scrolls Online/live" it just has 4 folders and no files.
ive tried to make a UserSettings.txt with the copy and pasted content still no luck.
if anyone can help it be great thank you
