I got an intricate item to test this with today. Below are the results:
[Quicksilver Gauntlets]
Crafted (Normal): 3455 IP
Crafted (Green): 3504 IP
Intricate (280%): 4104 IP
Intricate (285%): 4158 IP
This means two things:
1. Intricate gives more IP than crafted
2. Improving items just to gain more IP from deconstruction is not worth it, whether the items are intricate or crafted.
I could have sworn at some point in the past green crafted items gave around 2.5x more IP than white ones. Or was that just glyphs?
I assume these ratios are identical for Clothing and Woodworking.

I'm wondering if I should upgrade intricate items to green before sending them to alts for deconstruction, or if crafted items give more IP anyway.
Of course I could test this myself, but I don't have any intricate items right now and if someone already knows the answer, that'd save me some time.
