I do think the time of day does have something to do with it as well, because I have run across him several times when traveling by foot from one location to another and just by accident. This is why I think ESO needs it's own in game clock that shows the GAME TIME and not the actual time like it currently does.

Yes, it can be a PITA to find the elusive kitty. Though I have a fair bit of luck when it comes to it, and when I do find him, I always post in Chat to see if there is any one else looking for him before I leave since he always despawns once I am about 100yards away from him and want to give other players having a hard time the chance to get him.

I accidentally found a begger in Al'ikir desert when I was doing the quests there - didn't realise it was a spawn thing as well.
Does robbing the merchants earn you gold though?

I've noticed a chest and some wolves despawning when I approach, because I've cleared the zone. Am I out of phase? Will he no longer spawn because I'm out of phase? Can I no longer get this achievement because I've completed this zone?
This is the last time I need to find him, and it's depressing.
So, tl;dr - is there another spawn for him on this island that I don't know of?
Please advise. I'm starting to dislike M'aiq.

They just drop a backpack on the ground with a small amount of gold and one green item that I just deconned. You won't get rich robbing them but you might end up with a guilty conscience if you have one. They're strong in the ways of guilt! LOL! Especially if you talk to them again when you see them popped again later...

Some may be bugged for instance the only way you can see Miaq in Bal Foyen is if you go to the rocks at the clif and turn around.. other wise if you stand in the spot it makes sense too.. the npcs are invisible...Not sure if everything experiences this but this bug kept my wife from not being able to find him for months even tho he was always there.
When you intimidate a merchant they put a sack down, this has to be looted for the achievement to tick off, I believe this contains item(s), possibly gold as well, but can't confirm this as I run with auto-loot turned on.
