if I buy eso for steam can I log in with my current account on the steam client and give my friend the key so she can make her own account?

✭✭✭✭I and several members of the guild I am in are very unhappy about this btw - we would happily pay Zeni a small admin fee to get our non-Steam accounts moved over to Steam.
I think it should be offered as an option, even if there is a small cost involved. It just ****es me off, because when I bought the game, having it on Steam was not an option, and I'd have preferred to have it on Steam.
