Game set to normal mode, fungal grotto v12 mobs?

I'm one of those guys that likes to dungeon dive, I love seeing the different types of things in each delve and changes have been made to many of the basic starter dungeons.

But, since the scaling, it's impossible to just pop in and run one for fun. I set the dungeons to normal, thinking it would be set at what ever difficulty it was when it was first unlocked but it's not. Like I said fungal grotto mobs are scaled to lvl v12,
I thought I had to switch to vet mode dungeons in order for this type of scaling to occur. Is this the way it works, or is it a bug?

I used to be able to do most of them solo, just to check them out, but now a group is mandatory, even in so called easy mode?

Just asking because I just noticed it today. And yes I know how they scale to the group leader, but again it's supposed to be normal mode, not veteran.

    It is normal meaning the mobs and bosses are veteran normal mobs and bosses.The difficulty of normal V12 scaled dungeons is mostly at the level of lower Craglorn delves. It is possible to solo parts of them and a group of two decent VR14 Tank/heal and DPS/Heal can complete them with good coordination .

    The vet mode dungeons mobs and bosses are not only veteran but also buffed hard and it is mostly impossible to solo even small trash pulls.The boss mechanics also require a damn good full group especially if you want the golden pledge keys.

    As Syntse mentioned, it is working as intended. The difference is the story and the bosses you engage. But the level will always scale to yours. Group dungeons are always group dungeons now.

    So If you want to burst a lvl 15 dungeon as vet 14, you need to invite a lvl 15,give him lead and then enter the dungeon.

    Well, that kinda sucks, but I can live with it. I'll find an apprentice to run through them with, I did that in another game,

    I think, that's this "new" content is unfair for players. I'm typical casual/solo player (not always, but time is going and now I have family, job...). I was purchasing this game, because look like new modern MMO very friendly for players as me and for players from TES fan base. But after 7 month new contents, ESO is starting look like a copies of anothers existing MMOs :(. Who said, that end game content MUST be group content? One 10 years old MMO, and all other companies are afraid, if players on their forums start to cry, because it is not their expected model of MMO...?
    ESO is running on modern megaserver concept and game is capable phasing all steps of player on game. It's do hard give to us the option? You want doing Craglorn solo? OK, you can, but you must expected, that reward will be lower, than group option (of course some content - arena, trials- will be accessible or exlusive only for group choice... And create one new content for more type of players will be cheaper and all will be happy.
    (And troll responses about this is MMO, go play singl games, go away. TESO was presented from beginning as MMO going by another way, friendly for me, so I purchased it - as so much of my TES fan boy friends. Now this friends see, TESO is not going by the way, that developers presented and one by one are ending).

    But scaling dungeons....as I wrote, it is unfair. I want do them (for fun, after overleveling them), now I can't...
    I'm paying customer as all other players, but you take me this option away. PvP players, group loving players can do all content of game, they pay for it. Casual/solo/strong individualist/not group loving players don't have access to all game content, they pay for it.

    I doubt the apprentice would like it either as you will cause him to get no XP from kills due to you 1 shot killing them.
    Another borked system in a borked game.
    Being First is not the prize, it just mean's everyone can stab you in the back.

    Then it worked just the same way as before, note that the original level of the dungeon is the bottom of scaling,
    If you run normal dungeons with high level VR you had this problem before too.

    And if the low level one get pissed because you oneshot everything then its your problem, simply hold back and tank.
    Or if you want to solo, simply have somebody be leader enter dungeon, you enter, is set to leader and the other leaves.

    Benefit is that the normal dungeons are useful now, they are easy and fun to do with an pug or as a causal run.
    Think many has not understand this change yet.
    Grinding just make you go in circles.
    Asking ZoS for nerfs is as stupid as asking for close air support from the death star.
