(Suggestion) Dueling In your own Zone?

Dueling within your own zone would be great way of showing who's top dog and who is bottom dog and including betting with gold would make gold more useful and more valuable; then just feeding your horse's and upgrading you bag.
Now of course they would be rules in place since weas players are adventures with new things.
The Rules in Dueling
-you can't kill your opponent only kick his health down to 5%
-Maybe stay within an area; you cant be running away from you battles
-You Can't kill Npc's while dueling but this doesn't expunge you of your crimes
-No outside help from guild members or natural monsters
-Buffs from before would be removed

I feel this would also bring in some life in dead city's since they only seem to be focused on crafting, banking, and questing. of course this is just an idea and there has been no official talk about dueling.

Yeh I took that into consideration and felt that the JS will encourage people to steal and kill npc's but the problem with that is there is going to be gangers sitting on regular roads looking for people with bounty's and going to be difficult to not get double teamed if your dueling.

You see, because of people like you many players don't even want duels to be implemented. Gotta try to push the idea of duels as one more way to have fun and see them that way only. There's obviously no 1v1 balance

Also, with justice system duels are somewhat coming. Can meet with ppl of the opposite fraction (enforcers/bandits) in some quiet place and duel.
