I can't kill NPCs
There is no thing saying I am stealing when looting a crate
The is also no notification/quest talking of killing other players so is there anything happening or not.

There clearly isn't a justice system yet. All the things you mentioned would surely indicate that

It's just that everyone on the forums talks about people being glitches or something saying that containers with loot have no point or something

That is referring to a bug in the dwemer ruins. Justice system is not out yet.

Also, there is neither spellcrafting, nor imperial city nor a champion system in case you were wondering. There is also no addon yet and no new classes.

The justice system is not released yet, my guess would be Update 1.8 or 1.9 since its so far away from geting ready. We are currently on 1.5 and update 1.6 is soon to be released in a couple of weeks(This will go live on PTS this monday if I'm not mistaken?) and this will be the champion system + UI pet system storage. Takes about 1 and a half month between each update to go live.

Nor is there The Thieve's Guild, The Dark Brotherhood, Jewelry crafting, Player Housing, all the rest of Tamriel and any new Daedric Realms they might bring out.
