My thoughts:That's probably enough to be getting on with, and wraps up most of the things that were expected in the Soon™ department. Fingers crossed for Imperial City
- Imperial City - Hopefully Not sure how likely that is given the ones that are confirmed already, but it would be the only new content, and you don't mention anything else new.
- Veteran Overhaul Phase 3 - Unlikely, it took them a long time between Phases 1 and 2. Unless....
- ...the overhaul of skills and abilities is the Phase 3 of the above.
- Overhaul of Provisioning - Nice was wondering when that was coming.
- Changes to stamina-based builds - probably, if they are overhauling skills and abilities (above) this is a likely result.
- World interactivity - Possibly, but may be less likely if they do all of the above.
- PvP changes - Maybe; if Imperial City is there they'll probably go together.
btw, where did you get info on the confirmed ones?

That being said and apart from balance issues I'm quite happy with the state of the game in PVE right now.

If it had only been the NA server that broke, it would have indeed been occidental
That bit of the Justice System turning up was of course a mistake. There's a lot more of the assets for Imperial City already in the data files than assets for Justice System:well the justice system was already in testing at 1.5 so 1.6 should have it. As for the rest I don't know, Imperial city is doubtful or I must have missed the announcement.

I am sorry if this might be a stupid question but I am not that up to date in regards of the current statements by ZO officials and the Imperial City is something I cant really "imagine" right now as for what its purpose will be.

It's basically just an extension of Cyrodiil for players who like either PvE mixed in with their PvP or some more close-quarters PvP combat. There are 6 districts that you're able to capture, each containing PvE objectives and quests, and of course other players.
You gain access to the Imperial City if you control your 6 home keeps (No, not the ones around the city that give you emperor, but your 6 home keeps.). This means that not every faction necessarily has access to the city, but the population of the imperial city is shared with Cyrodiil, making home defense a little more important.
There are special crafting stations in the city that give access to the new Xivkyn armor set. It is unknown what stats and bonuses will be on the set, but it will certainly be quite powerful.
There is a massive area called the Sewers that is the size of probably several group dungeons. It's very oriented around PvE quests, but players will be around at all times. Each faction enters the city through the sewers and each have a safe zone.
