What if, skills that applied some kind of debuff, or dot, ect. all had an internal cooldown of how often said effect could be applied? This would prevent spamming, big time. It would also add a new level of skill to PvP. You want your opponent to not be able to heal? Your leathal arrow can debuff 50% of the healing for 8 seconds, but you can only re apply it once every 12 secconds? Perhaps you would have to time your snipe then. What if it Diddnt stack? Perhaps you would have to slot 2 healing debuffs then... And time the use of both of them.
I also miss stampede, perhaps they should add the immoblilize back, but on a 6 seccond cool down? You could still span stampede, but it would no longer immoblilize when its on cool down after you apply it.
And finaly, these changes could be PvP only. That way ZOS won't ruin PvE with them.
