No part of Cyrodiil featured in ESO is near any ocean. Bravil is on the Niben Bay, which is a lake.Did you try Bravil? That is near the ocean.
Nope, I haven't fished in Cyrodiil at all yet. Now I'm going to wonder what caused this salinity... Where are Imperial hydrologists when I need them?!
Yes, but the Niben River connects Niben Bay to Topal Bay, thus making it conceivable that saltwater fish might swim upstream somehow. And slaughterfish (which are supposed to be saltwater fish in this game) are certainly native to these waters, so it makes some kind of backward sense I guess.
OK I fished the 3 fishing nodes where ad players come out of their gate at the base of the trail. I used every bait: worms, guts, crawlers, minnows, chad, insect parts. After fishing out all three nodes, you know what I caught every time? You guessed it, "used bait!" That is right "used bait!" Fishing is broken in Cyrodiil! I have fished every node along the river at the base of the map and along the se side. On the SE side if I don't get lake fish I get.... wait for it..... "used bait!" It doesn't matter what bait I use! This game is so frustrating!

You're in the right spot. Use only worms and chub for bait, be sure to 'reel in' any used bait, as throwing it back means it will be the next thing you catch in a never-ending cycle. Bring plenty of worms. Even with health buffed over 3000, I could not get past Slaughterfish. It took a while, but I got all twelve fish out of the two holes below the AD gate. Just keep your eyes peeled if you are not AD-they have no mercy even on a simple fisherman.
Edit: the two spots are on the north bank to the left of the crossing as you face south, looking up to the AD gate. One is very close to the crossing, the other is just downstream, near a very large tree on the bank.
