You're half correct.My understanding from reading the various posts from Gina and other zeni mods is that this patch will only fix the ability to level bug. The changes to the quest xp cap and the amount required to level i.e 1mill will be in a future patch. They have given no time frame that I am aware of.
Are the people reporting a small fraction of a VR rank per zone accounting for the UI error, where it tells you that you need 4 million / level instead of 1 million (now) and 1.5 million (before)? E.g. was this an actual issue or a UI display problem?

We have answered many of the questions related to experience and leveling in this thread. The experience reduction to 1 million experience will be included in today's patch after the maintenance is completed.
EDIT: Jessica also posted a thread about how quest leveling works, which can be found here. Hopefully that helps with the questions about quest XP caps!
Doing the faction main quest is a significant faction of the xp needed for advancing an veteran level, guess it also hit Craglorn quests hard.DenverRalphy wrote: »

Why is it not in this patch? I think we all need to get a week or 2 extra for free on our subs. This issue is a major one for a lot of players and it seems ZOS does not care at all.

I'm asking about post-patch in game, as there is so much confusion around this that I honestly don't know what's going on. I'll be doing some tests with a VR2 and a VR8 and will hopefully have some useful data by tomorrow PM.

So it's safe and useful to level up VR alts under VR14 again?
