Attempted Transfer Failed/Invalid Campaign

This error seems to be one and the same, with two different upper right screen text notifications
In both cases
1. Attempting to accept a solo queue offer to Cyrodiil and port in to a campaign
2. Attempting to wayshrine in a PvE zone to any other zone
Can result in this error. The load screen comes up for a split second, and then you simply return to where you came from.
Restarting the game/logging out seems to remedy the issue temporarily, but it is reproducible and pretty steady, it has happened to me on six characters on every initial port.
In both cases
