Cross-Alliance teams in Craglorn : Why not ?

It's difficult enough to find 12 friends competent enough to undertake Aetherial Archives, even if you belong to several Guilds, because their relevant characters apparently need to be all in the same Alliance. But this should not be relevant to Craglorn. Or am I wrong ?

Divad Zarn✭✭✭Well actually idea to make VR zones/Craglorn solo fraction zone are stupid imo, why I should not meet for example High Elf trader in daggerfall which are high lvl enough to come to covenant city, maybe someone will say "oh its WAR outside!" but damn, why the hell there are khajit/wood elf/nord etc NPC ALL around the world? if npc are allowed to be in cross faction territory, why players arent allowed? many VR zones are totally empty since ESO dont have enough players to fill such big world and it needs to be fixed fast..1 -
