When you turn into a werewolf all of your skills that aren't in the werewolf tree get "relocked". If you look at your skills when in wolf form you will see that they can be unlocked (not sure if you can/should since I haven't tried). Its like that most likely to prevent people from putting non werewolf skills on their bar.
Still not sure if all passives are disabled or not, will need to test that.

You probably want to make a ticket about that lost skill point. The forums aren't a substitute for that.
And again, I think the bigger issue here is that werewolves can talk to NPCs while transformed. It makes no sense that they would allow that.
That actually sounds like a huge disadvantage if this is the case. A way you could test (if you wanted too just to make sure) is A) check your magicka regen after transforming (as we sorcs get a 10% bonus). Check skill costs before and after transforming (medium passives) or weapon crit for same reason... those are the quickest and easiest ways to check that I can think of... hopefully that isn't the case that you loose all of your passives.
