Its strange since ZOS saying in this note when new update coming, besides of "performing our regular maintenance", for example "pushing to live UPDATE 1/2/3/4/5", so thats quite strange

Because it is Monday in NA, and Tuesday in EU.

When they didn't specify the day of the week, a bunch of EU peeps came on complaining that 3 AM Monday they didn't get the patch...

It says Monday 10 EDT which is 3
Am BST meaning Tuesday morning for EU.

Hi there, folks! Wanted to pop in and reconfirm that Update 5 will be coming on Monday for NA, and Tuesday for EU. We are updating the sticky right now to make it clearer that the European maintenance is going to be very early Tuesday morning for the EU (which is very late evening Monday for those in NA).

Tomorrow. Thursday maintenance was abolished some time ago.

They just copy/pasted their old maintenance message template that didn't include that they were doing an update during the maintenance period.
