Slaughterfish are the invisible wall. Or a type of invisible wall, anyway. I believe they only appear when you are trying to get where they don't want you to go.
This is one of the things I like about Elder Scrolls. Climbing stuff and seeing where you can explore, then enjoying the view form high up. It's a shame how many invisible walls there are in ESO... not to mention the fog which eliminates any kind of good view. I'm using a mod that disables fog, and it's amazing. I can't imagine ever playing ESO without it.
