That and what is interval between getting another delete available.

It is fristrating that it is about day or more to get one delete and you just get one at time having that very long cd between each.

So how long is the actual exact time or is it even exact?

Its 24 hours after you have used one. For clarification. You have 3 a day. You use one at 2 pm, one at 4pm, and one at 6pm. The next day at 2 pm one will become available. Two hours later one more, and so on. If you use the one at 2 pm right away you will still get one two hours later. And on into infinity.

The account deletion is there to stop botters and gold farmers. There were quests in game that could be macro'd to get the gold, transfer to another "main" toon, and then delete and create another character. It also is a nightmare to track deleted characters from the transaction database so they made their job easier when they do have a dodgy account to track. So if you are a serial creator/delete then you will have to bite the bullet. The argument "I need more than 3 deletes a day to get my characters look just right." is nebulous at best. You can create up to 8 playing with looks, and delete them over the next couple days.
