Wait till they finnaly fix werewolves to be combat ready, people will be having fits about not being able to pick them out of a crowd when they haven't transformed, unless the addon does it for them.
Have not formally tested myself yet, but have seen a number of players post stating that Werewolves are only affected by their weaknesses while transformed, so targeting without being transformed would be kind of moot.
If this actually is so, it is particularly interesting that the only time werewolves are naturally visibly and easily identifiable is while they can take bonus damage.
This does, however, indicate that targeting is probably a significant portion of why ZOS programmed vampires as being visible all the time as you suggest.
