Do level of craft skill affect the amount of inspiration gain from deconstruction?

I have 2 level 46 identical daggers used for deconstruction on 2 different characters. Chap A with level 1 blacksmith gain 1k plus inspiration while chap B with level 30 blacksmith gain 2k plus inspiration.

Is this norm or bug?

If this is norm, within how many level differences do the penalty goes away?

Was one of the items Intricate? (or is it Ornate? one sells for more, one gives more inspiration) That gives a bunch more inspiration. Research Assistant addon gives a nice indicator in your Inventory list as to what is Intricate or Ornate or is needed for research.

Are these White 0 Value items from containers, those give minimal inspiration. Not worth looting in the first place.
