Problems installing the game from a Disc

I bought a hard copy of the game for PC, every time i get to 46 percent it's stops installing and just sits at 46 percent, i can even hear the CD ROM slow down, i know it's not the CD ROM because it installs the first disc just fine, but when i put in the 2nd disk it goes from 30 to 46 percent then stops
