Several people have pointed out that all kown cases of dragons dying permanently has been whit the presence of a dragonborn absorbing their souls and thus that we as not confirmed dragonborns may not be able to kill dragons in any permanent manner( although when this is mentioned it has been described as if it is known that we are not dragonborn while from what i know it has not been confirmed nor denied), however while one can be dragonborn whiteout knowing it, i believe it may also be theoretically possible to become dragonborn by other means.

A dragonborn has the ability to absorb dragons souls, this suggests that the transfer of a soul between one body to another is possible. A dragonborn possesses a dragon soul, in the skyrim expansion Dawnguard one could not enter the soul carim whitout being a vampire or pay in soul, the dragonborn was partially soul trapped suggesting that it seems to be possible to soul trap a dragonsoul.

Thereby it may be possible so steal a dragon or dragonborns soul and bind it to one’s own body to become dragonborn by using a modified soultrap spell.

There are Wamasus which are like overgrown Komodo dragons and then the little ones that could resemble breaded dragon lizard. Now you have your dragons, go kill them.

And? The Dragon Mounds were the 'graveyards' of the dragons, it is explained well in Skyrim (they are the locations where Alduin revives his dragon comrades)

and those random event bosses and such has been suggested alot before (like gw2 random events and world bosses spawing at certain intervals wich takes alot of players co ordinating to complete) to keep lower level maps alive with stuff to do (but then again, that would need character scaling to the lvl of the map/dungeons instead of how they are doing it now scaling the dung to the char) so prob not gonna happen any time soon if ever
