A few justice system ideas

I don't recall seeing a post on this, so I figured I might as well. I have a few ideas that could possibly be interesting in the justice system that's coming soon, and wanted to see what you all think of it.
First off, penalties for being in late stage vampirism and werewolf form within a town. It just makes sense, right? This could also cover using vampire specific abilities like mist form. It would also be interesting to see if different zones/towns can have harsher or lighter penalties for the same crimes, which brings me to my next idea.
My second idea was for there to be some laws that are specific to certain areas. It would help make the world seem more diverse, wouldn't it? The only examples I can come up with would be some laws against summining familiars/twilights in areas hit hard by daedra, or a severe law against lycanthropy in places like Glenumbra, where it is a major issue.
Finally, my third idea would for there to be a list of local laws written somewhere in each town, just to give people a place to remind them of specific laws and to add to immersion.
