New content instead of fixing the crashes in cyrodil?

To be honest, not all people who play this game are up for the new content since a lot of people also do pvp. Since the game started, the lag and crashes always happen in cyrodil. The developers of this game say that this would be fixed or you have a problem with your own connection but why is everyone experiencing it?
Instead of fixing the crashes completely, the developers will add a new content to it. Couldn't the crashing or lagging of the players be fixed first instead of adding a new content?
I hope all pvp'ers can relate to this.
