Enforcer...How do You Catch Outlaws?

Last night, I was thinking about the different ways I could play Enforcer when I must've fallen asleep. I had a dream. In that dream, an unknown voice said the following:

"You wish to follow the path of Enforcer? Well, there are three separate ways you could follow the path. I will show you the three paths you can take, then I want you to construct a poll* on the ESO forums to figure out what role others will follow, should they choose the Enforcer path themselves."

"First, the Main-stream Enforcer. This type of enforcer walks the main streets where there are a lot of people. When he sees someone has a bounty on them, he chases after them. Where there are multiple people with bounties, he either picks the median of the group and runs after him or the person with the largest of the bounty and goes after him. This main-stream approach allows him to catch criminals who try to blend into the crowd. The drawback is that a lot of people will see him. The other, more serious drawback, is that if he is drawn away from the safety of the main streets, he will stop. This build is best used if your character has a low level, or is a player absent from the Justice System for quite a while and is returning."

"Second, the Following Enforcer. This type of enforcer picks someone with a bounty and observes their actions from afar or from a place where he will not draw suspicion from the person he is observing. He doesn't try to arrest him until he has a solid base of evidence. When he believes he has enough evidence, he tries to arrest him, even waiting outside the door of a house the criminal broke into just to get him arrested. The advantage is that with this approach, every Outlaw will be uncertain as to who the Enforcer is following, and thus, the Outlaw has to plan carefully. The drawback is that he has to be careful not to be discovered by the Outlaw he is following. Another, more serious drawback, is that you have to play the waiting game. This means you could lose some sleep just to catch that famed criminal. This build is best used if you want to test how long you can wait, and this is also a good build if you are alert and have many good tactics."

"Third, the Sneaky Enforcer. This type of criminal prefers to be alone, catching criminals in dark side streets. He goes to known meeting places for Outlaws and catches them in the act exchanging things. He is sneaky and careful. The advantage is that with this approach, you can catch thieves in places other players wouldn't even try to search. The drawback is that this approach requires you to have skill in the game, as experienced outlaws caught will likely put up a good fight This build works best if you are experienced with the game and are not afraid of what lurks around the corner."

So, my question to you is: Based on the three descriptions above, if you were an enforcer, which path would you choose and why?

A. The Main-Stream Enforcer
B. The Following Enforcer
C. The Sneaky Enforcer
D. Other (please explain)

    FYI - There is no such thing as 'night capping' in a world wide MMO.
    FYI - There was no paid Beta. When they launched the game the Beta was over, even if you don't think it was.
    FYI - It's B2P not F2P. There is a difference.
    FYI - It doesn't take any player skill to mash keys or buttons in this game. The ones that stay alive longer have the better internet connection and speed.
    FYI - The game is not broken, it still works. It just has 'bugs' that need to be fixed.
    Balance is a "Bad" thing.

    Example: There were hundreds of Jedi and only two Sith in Star Wars. The Jedi wanted, "Balance in the Force" and they got it. Now there are only two Jedi and two Sith.

    Cause let's be honest this is every ones plan B if the bandit chief pops a extreme healing potion and you're about to die.

    D. Wait until the outlaw is away from the public eye, mash him before he can recover.

    My DK will be an enforcer - I'll make a 1v1 build for him for said mashing.
    The issue being my sorc vamp will be an outlaw... hope the enforcers don't use fire
