I just noticed this, but turning the vertical sync option "on" causes horizontal blurry streaks to move across the middle of the screen. If you have this problem try turning vertical sync "off" and see if it fixes the issue.

For those that don't know how to get to this setting, follow the steps below:
Settings > Video > Display > Vertical Sync

EDIT 10-7-14:
The lines seem to only appear when moving. It is easiest to see the lines when running forward in 3rd person view while pointing the camera at the ground.

    I leave V-Sync off in the game though, and enable adaptive V-Sync through the Nvidia Control Panel which is a lot better in most cases.

    But, I have tried V-Sync in game without the problems you're describing. Sounds like a display driver issue, or maybe something to do with your monitor.

    Which sort of video card are you using?

    What's the refresh rate of your monitor?

    Which video input (DVI/HDMI)?

    1) GTX 760
    2) 60
    3) DVI

    I have the most up to date driver for my graphics card. Their V-sync may just not be compatible with my set up for one reason or another. It's a simple fix to turn it off, but if others have the issue at least they will have this option to try ;)

    Yeah, I noticed something like this a while ago, after trying both settings I run with V-sync off.

    just out of curiosity, what graphics card and refresh rate for your screen do you have? I wonder if it is limited to a partical situation or if it is everyone that uses vertical sync.

    I have a GTX 760 at 60MHz refresh on DVI and vsync gives me the wibbly lines as well unless I have Aero enabled on my desktop. This stops it. Very weird. I can't stand the tearing without vsync, so that's not an option for me.

    I thought Sorcerers caused Streaks?

    I've never had an issue with tearing and I believe the config file for ESO frame limits to 60fps anyway (at least it used to.)

    GTX 700+ series cards should have no issue keeping up. What is the refresh/responsiveness rate of your monitor?

    For anyone using a Nvidia card I highly recommend disabling V-Sync in the game client, and then enabling Adaptive V-Sync via the Nvidia control panel instead.

    It basically reduces screen tearing with minimal input lag. Give that a shot and see if the problem goes away.

    Very interesting. Maybe the GTX 700 series needs a driver update for ESO or Zenimax needs to update their in game v-sync. The GTX 700 series is a popular card so I'm not sure why Zenimax would exclude it from their programming though.

    I run the game in eyefinity with 3 monitors in portrait mode. I get a bad vertical streak down the middle monitor no matter what I set V-sync to in the game or in the video card settings.

    Looks the same as it did before. I'm using HDMI and my monitor is running at 74Hz.

    Can you guys post a screenshot of it?

    Edit: I meant the Nvidia setting was set to use the Application's setting, not completely off.

    Been trying to rid this as well. GTX 580. Every update I have to find the right balance between in game settings and driver settings. Best I can do is make the game run a little smoother but I have yet to solve the horizontal line issue entirely with v-sync on.

    I will try to post a screen shot tonight. It might not effect you because you are using a HDMI and a higher Hz screen. Make sure you look closely because it is hard to see sometimes depending on what is showing in the background.

    I tried playing with V-Sync off entirely to compare and I think i MIGHT have seen what you're talking about. With V-Sync on there are some really subtle horizontal lines that go across the bottom portion of the screen. Looks like it's only in two places and they are barely noticeable.

    I could only notice it in town where my FPS drops a bit, so it may be due to the image adjusting for FPS changes when V-Sync is on (since it wants to lock your framerate to the refresh rate of your monitor). Adaptive V-Sync helps to alleviate problems like that, which is why I recommend using it instead.

    If this is what you're talking about then I'm sorry for acting like it didn't exist before. It's really hard to see at times. If you are talking about something more severe then I'm still not seeing it.

    I've seen this happening as well, but in my experience, Vsync only causes the lower-screen warping in the default fake fullscreen display mode. If I switch the game to true fullscreen, it stops happening.

    I couldn't take a screen shot of it because the screen shot pauses movement for a split second before capturing the picture which causes the lines to go away.

    1. either turn on true fulscreen via in-game options (not the windowed one)

    2. enable Aero (if on Windows 7, not an issue for W8+ AFAIK) if for some reason running windowed or fullscreen windowed

The issue is probably when the game can't keep up with the display and vblanking when not done rendering the entire scene, or the in-game "vsync" is out of "sync" against vblank. It just takes a couple of milliseconds really :)

    I wasn't even aware that drivers can force vertical sync on DirectX11, as plenty of the driver profile options seems non-working for me in DX11 apps/games, most take a few pokes with nvidia inspector to really work.

    Thxs for the post i noticed same thing about a month ago. I disable it now. However after a few driver updates i don't see lines anymore with it enabled just checked.

    Zero issues with In-Game V-Sync enabled.

    144hz LCD but sometimes my frames drop to 100FPS.

    You both realize this thread is from October 2014 and that both major graphic card companis (AMD/ATI Radeon and Nvidia) have released new drivers which corrects this problem, don't you?

    If you didn't, there you go. This thread is very old, and has outdated information due to driver/game updates.

    I play with all setting off that can be off and all settings low that can be low. As the Mac client is horrendous. One of these days I'll download the 9001 GB of game onto my windows partition. Until then - streaks will be streaks, broken textures will be broken textures. You learn to live with it...
