[Proposed Change] UI Element Buff/Debuff Tracking in PvE (Toggle)

After the conclusion of the guild summit, while many amazing things were presented, an important game issue has still not been resolved, and so I am calling on the community to provide your opinions with the hopes that we can sway the development team.

Proposal: Add optional UI elements to the game which can be toggled on or off, while in PvE instances, for the following specific purposes:
1) Tracking Target/Monster Buffs and Debuffs.
2) Tracking Player/Group member Buffs and Debuffs.
3) Raid/Party icons.

I suggest that as these can be toggled on and off, they will not present an issue for game immersion. Additionally, these elements could be rationalized in the following lore-appropriate way: They represent knowledge provided directly to the minds of group members via magical spells. So, a party leader "Casts a spell" which provides a marker or icon over a given raid target. Accordingly, this change will provide all the appropriate feedback that many users want, without damaging immersion in any way.

    I think as long as it is toggle-able it would be great. I would definitely want to turn it off while questing/leveling, but would definitely want it on for groups/raids. I think PVP-wise it would be an advantage over those not running it toggled on.

    Lots of people been asking for this, @ZOS_GinaBruno‌ @ZOS_JessicaFolsom‌, it would be nice to have some kind of feeback on this subject from ZOS since a lot of posts about UI have been made as well as polls showing a majority of the players requests improvements and doesn't want to be forced into useless immersion.

    Stop ignoring us on this subject please.

    Personally, I got the impression that they left them out deliberately to make the game look more "skyrim like" and less "generic mmo like". The problem with this approach is that they still left all the generic mmo mechanics in - there still are rotations, dot durations and buffs that should be kept up and so on, they are just less convenient because you can't really see them plainly.

    I might be able to put some input into this.

    These sort of ideas were presented outside of the actual round table meetings you all heard, "water cooler" type conversations. One thing that was a constant is that they deliberately want to keep the UI very minimal, and encourage players to use add-ons to cover these types of things. I know the general response to this is probably going to be "It's laziness". But I disagree.

    From the start they have indicated that this game was going to have a very minimal UI to correspond with previous Elder Scrolls Games.

    With there already being some fantastic buff and debuff tracking add-ons out there, such as ZAM Buff Display, it would just be a waste of resources at this point when they need to be focusing on more important issues that are considered game breaking to the majority.

    Now with this being said, they are not against modifying the UI and do monitor the requests, but if they added every feature that people requested and made it a toggled option, we would have settings tab that had 50 pages in it.

    You can't have 'real' buff tracking with addons. Not since beta when they restricted the API. If they removed the restrictions, then add on developers could in fact make it.
