No it doesn't!
I think locking is necessary because u get confused very very fast in the huge battles... u cant focus anyone done not using it, especially sorcerers when they start blinking all over the place.

They still only hit the NPC/Player your reticule is hovering over (highlighting that person/NPC red). I call that a tracker, not a targeting system
