I'm a Level 6 Vampire in The Rift - but I can't find the shrine to infect new vampires!

I always use this forum as a last result when I can't find it online - I've been to all of the locations that point to the Rift Vampire Altar, but can't find it... can someone help me out, here?

It is the same shrine you got bit at and had to do your quest.
Supposedly its here at the up arrow
