Deconstruction Has Rules?

So I just noticed that I was not unlucky but rather ignorant. Deconstructing has rules and I can't tell what they are. I saw a message flash by in the upper right saying I did not have the skill to deconstruct an item.
Is this player level or skill level?
How can I figure out if an item deconstruction may produce items BEFORE I waste them?

    Has been that way since the beginning, they only added a warning to let you know now that you are wasting resources. Having run 6 crafters to max in most crafts I've deconstructed 1000's of items and it hasn't changed, only the notification has. Works like this, you get exp for deconstructing items, the higher the level of item the better, voidsteel gives more exp than iron items for example. However, if the character cannot use voidsteel, the chance of getting usable materials back is extremely low, under 1 percent or lower. So, if my level 14 deconstructs a bunch of stuff that my main has made, the crafting level increases, but I don't get the mats back. If my other maxed vr toon deconstructs stuff the main has made, full experience and mats back almost every time. Look at the minimum character level to use the item, if you're equal to over it, mats back, under it almost no chance. Crafting exp towards advancing level always.
