I'm sorry but what you said doesn't make much sense. PhysX works much like any other video setting where it doesn't effect server side at all. But the question still remains, who decided not to use Nvidia PhysX? It was first introduced in Oblivion with the Ageia PhysX Cards. An has been with of them since.
This game is the best I've played but I'm confused on who made the decision not to use PhysX. It's strange to me that only Havoc has been implemented when PhysX effect's would put ESO in a league all it's own.
As far as I can tell, Nvidia has a one time small license agreement for developers to use PhyX in their games. I imagine it helps them in return by showing what their hardware is capable of. An as far as ATI user's are concerned. It shouldn't matter to them cause it doesn't change nothing they currently see in game as it is now.
